We have been able to store the individually wrapped alcohol wipes for years at a time.

For other wipes that dry out, you can add some alcohol and some water to 'rehydrate'.

A very simple and gentle on the skin homemade wipe is simply a roll of paper towels cut in half or thirds (depending on the size you want). Place one section of the towels in a sealed plastic container. Add some water, alcohol and a touch of oil. I can't remember the exact amount, but you don't want the towels drenched. Put lid on container and shake to spread the fluid around. The towels should absorb all of the liquid and be thoroughly dampened but not soggy.

In real dire circumstances, remember that pieces of soft cloth can be left to soak in water. Use them to clean and toss or sanitize as you would cloth diapers. Many folks with sensitivities, etc. are already doing this. You just keep a small, lidded bucket in the restroom. In the bucket, dilute some ammonia (or bleach but NOT both) in water. As the cloths are used, they go in the lidded bucket. Just think about the old-fashioned diaper buckets and you have the same idea.
